Yes, you should be able to do that. The input services in XNA are derived from DirectInput, a subset of DirectX, which is what XNA has evolved from. In DirectInput, you can enumerate any number of devices to provide input, which should include touchscreen(s).
Now, here's the bad part: I had no clue as to how to do that, and I have a feeling there won't be very many tutorials out there for it either. I'll pass this question along to RB after the weekend (he's out and about on some personal business), and we'll see if we can get you an idea of how to proceed!
