I did a little something with that, a very long time ago. I have a simple example in my "Toy Box" page: http://rbwhitaker.wikidot.com/toy-box.
I haven't looked into that in forever, so I don't know what version of XNA or the .NET framework it is used for, but feel free to have a look.
You cannot do Forms on the Xbox, by the way, so your program/game needs to be running on Windows. Just a heads up.

If your game is fairly simple, it might be easier just to dupe it into a 2nd project and modify that project into your level editor. I was making an Arkanoid clone that I wanted to work for both PC and Xbox, so I duped the project over and started adding some PC only features to facilitate level creation (such as XML serialization). Then I just removed my "paddle", added a mouse pointer, color palette, and block type objects (all doable with XNA) for the user to click on and place around on the so called level, with a big SAVE button that spit out the level's XML file.
Good idea, ff8jake. Just a word of caution for anyone wanting to do this: not everything that is available with XNA Game Studio is available in the XNA redistributable. For example, the content pipeline stuff is not available in the redistributable.
In most cases, this won't be a problem. Just be sure to check that your XNA-based program actually runs on a computer that doesn't have Visual Studio/Visual C# Express/XNA Game Studio installed on it before investing a ton of time with it.
