Collab #11 Announcement and Sign-Up

Time: 15:00-23:00 (3 pm to 11pm) UTC Time. To determine what time that is in your local time zone, you can use this site: https://www.worldtimeserver.com/convert_time_in_UTC.aspx?y=2021&mo=4&d=17&h=15&mn=0. For example, that will be 11 am on the east coast of the USA and 8am on the west coast of the USA.
Tools: TBD. We'll definitely be using Discord for in-collab communication, and you can sign up over there as well.
